What is PHILLIPS Teaching Homes ?   

  • A therapeutic foster care & adoption program
  • "Teaching Parents" are approved foster & adoptive parents who receive intensive, on-going training to care for children with special needs
  • Children learn effective self-control, communication, responsibility and "life-care" skills
  • Case manager provides on-going support & services to the foster family

Children served

  • Children involved in the child welfare system
  • Children at-risk of out-of-home placement with behavior problems
  • Children who may also be emotionally disturbed and/or learning disabled requiring special education services
  • Children from birth to age 21 at time of placement

Accreditation

  • Licensed by the Commonwealth of Virginia Department of Social Services to provide foster care, adoption and respite care services
  • Licensed by the Maryland Department of Human Resources
  • Licensed by the Commonwealth of Virginia Department of Social Services to provide Adoption Services
  • Member of the Virginia Association for Licensed Child Placing Agencies
  • Member of the Foster Family-Based Treatment Association
